City of Urbana Website Server Transfer and Updates

This website was created a few years ago by a previous developer. I transferred it from Pantheon to Bluehost. Apart from that, I changed the look and feel of the menu with a small search box — desktop and mobile, added the HOT Topics underneath the menu, footer fixes and a section before the footer sql query updated.
